Yes, actually there is it was released 2 or 3 weeks ago. You can download it at iTunes. Simply connect your iPod touch to your iTunes and you will get a notification . I myself have a iPod touch 3rd generation and got it updated at home to OS 4.
NOTE: You need an Itunes account to update to a new firmware.
if my ipod is already jailbroken an i update will it fuck up
