There’s little doubt that mobile payments hold a ton of potential for the future of commerce, but without proper direction (and willingness for adoption), the technology remains little more than an impractical curiosity for the majority of consumers. In an effort to define a way forward for the mobile payment industry, a large number of heavy hitters have banded together under the umbrella of the Electronic Transactions Association to form the Mobile Payments Committee. Not only does the group include all four of the top US carriers, but also Google, Isis, VeriFone and PayPal. Add to that financial institutions such as Wells Fargo and Capital One, along with American Express, Discover, MasterCard and Visa, and you’ll quickly realize that this group is playing to win.
Primary goals of the Mobile Payments Committee include fostering relationships with merchants, ensuring consumer access to modern payment methods, exploring best practices and ensuring interoperability of networks, equipment and financial institutions. The group will also engage in lobbying activities with legislators and regulators, and will additionally work to educate both merchants and consumers about the potential of mobile payments. With so many key players (and competitors) sitting around one big table, what wouldn’t you give to be a fly on the wall during those meetings? For a little extra insight, just hop the break for the full PR.

PayPal’s mobile payments have been on a whirlwind American tour this year, but they haven’t had a chance to cross the border so far. Someone must have finally stamped the company’s passport, since it’s now an option for UK residents to pay using the InStore app for Android or iOS. A trio of fashion outlets — Coast, Oasis and Warehouse — can soon scan an on-screen barcode to take payment for that posh new shirt instead of requiring ye olde wallet. As it is in the US, there’s no need for any NFC magic or even an Internet connection to clinch the deal, and there’s still the same access to discounts and refunds as for paper- and plastic-wielding buyers. A total of 230 shops will take your PayPal credit starting May 31st, although they won’t stop your potential fashion mistakes.

PayPal has joined forces with Softbank to bring its mobile payment system/digital wallet to Japan. PayPal Here uses an encrypted card reader — like its BFF Square, and more recently, VeriFone — to minimize users’ cash dependency. There’s also a redesigned app that makes it easier for customers to locate participating merchants while they’re out and about. The $ 25 million joint venture targets small businesses, especially those using iPhones (though it also works just fine on Android), and will be made available to the Japanese masses over the next several weeks. We’re sure the setup will be used exclusively by the forces of good to stimulate the local economy.

Hot on the heels of the launch of its new Here mobile payment dongle in the U.S., PayPal is joining the ranks of companies looking to get a piece of the action in what will, this year, become the world’s largest smartphone market: China.
The company says it is “cautiously optimistic” that it will become the first non-Chinese company to get a license to process domestic electronic payments — both online and via mobile devices. This would be in addition to a business it already has in the country to process international payments.
According to a report in Bloomberg, eBay-owned PayPal’s SVP for Asia, Rupert Keeley, today said that the company would look to offering its new Here card-swiping dongle in China if it gets the license. The dongle, which would move PayPal into mobile wallet services where its platform could be used at points of sale, was officially unveiled yesterday and currently works with iPhone and Android handsets.
That gives Here a potentially good opening in China: IDC yesterday noted that China is due to overtake the U.S. as the world’s largest smartphone market.
And while the iPhone is seeing “off the charts” demand in the country, according to Apple CEO Tim Cook, the market is currently being dominated by sales of Android devices (including those running on forked versions of the OS). These sell for lower price points than the iPhone — currently under $ 200 and soon moving to be less than $ 50 per handset, according to IDC.
But it’s not just about point-of-sale opportunities, which is still a new area for PayPal. Most of its business today comes from straight e-commerce on the Internet and via apps. But here, too, the future seems increasingly mobile as far as China is concerned: research from OnDevice out this week found that some 38 percent of consumers in China are already accessing the Internet only via mobile devices.
The e-commerce market in China in 2011 was estimated to be worth $ 121 billion annually, according to Barclays Capital. At the moment, it is dominated by two local players: the Alipay offering from e-commerce and Internet giant Alibaba has a 47 percent share of the market and rival Tencent’s Tenpay has 21 percent, says Analysys International.

Google and its poached Paypal employees got sued for trade secret misappropriation yesterday, but we didn’t know the dirty details until now. A peek at PayPal’s complaint reveals there’s a bit more to the story. Apparently, Paypal and Google were in talks last year to use PayPal for payments in the Android Market. Osama Bedier was in charge of those negotiations for PayPal in October of 2010, when the deal was supposed to close, but was allegedly interviewing for a mobile payment position at Google at the same time (holy conflict of interest, Batman!). The complaint claims that Bedier initially rebuffed El Goog’s advances, told PayPal of the job offer and professed that he would stay, but jumped ship a month later (bringing some PayPal coworkers with him) after being recruited by Stephanie Tilenius and the almighty dollar. Once it hired Osama, Google put the brakes on the PayPal deal and created Google Wallet. Then Google, Bedier, and Tilenius got slapped with a lawsuit. A brief rundown of the legal claims awaits you after the break.
